Mr. Coleman created Health Management Resources (HMR) with one, focused mission: improve health care delivery and service. HMR’s Managed Care and Integrated Delivery systems division provided planning, marketing, technical assistance, evaluation and managerial services to primary health care providers.

The efforts of HMR International included a $1.5 million sale of diagnostic medical equipment to the largest hospital in West Africa and introduced managed care concepts to developing countries in Nicaragua, South Africa, Brazil, and Russia. In 1996, Mr. Coleman was appointed to the Community Services Reimbursement Rate Commission by Maryland Governor Parris Glendening, in recognition for his international initiatives and community focus on minority health issues.

Mr. Coleman founded the Gift of Life Foundation, a non-profit segment of the HMR family of companies, to serve as a philanthropic channel to give to those less fortunate. The foundation provided services to underserved communities in Maryland, Virginia and Washington, DC. Mr. Coleman also served on managed care task forces and delivered lectures on health issues related to underserved populations, their access to health care and international concerns.
